The bugs with Empowered abilities graying out your action bars, failing to activate properly when fired, and Eternity Surge going off but failing to do damage while going on CD if the target moves behind LoS have all been persistent since late Beta.
PLEASE fix Empowered spells before the beginning of S1. This is super frustrating and can be game-losing in PvP or cause you to fail to extend Dragonrage in PvE.
