This ability badly needs to be nerfed. Having an ability that has no ground indicator, and no cast time, and instantly appears at your feet, is not a fun ability when it has zero counterplay. Either add a cast time, give an early warning indicator, or drastically reduce the damage on this ability so it doesn’t oneshot players with no chance to react.
The only way to counter it is to just keep moving in a wide circle at the edge of it’s hitbox. If you wait to see the Rain of Fire it’ll tick before you can step out of it.

There is no warning to be had. When a Doomguard Challenger spawns, you have absolutely no idea what abilities it will have until they are cast. So, if you’re worried about not reacting quickly to Rain of Fire, then always continue strafing around it (even as a ranged, keep moving) until it is either cast or something else is cast that confirms it won’t be. It’s usually the first spell they cast if they have it.
Or…maybe you don’t have enough HP.
