But I didn’t kill him and got the loot anyway which was surprising
normal/ was like that in S1 too like said above kill or be killed still drops map/stuff

Yeah I had failed a couple times only reason I knew, and I don’t know if you get anything extra for defeating him?

Adding my experience for research:
I got my map almost a whole week ago.
Had Wave Scrambler in my bags, ready to be used after server reset today. It was not on cooldown. I went into a non-bountiful Tier 11 Delve and we had the Underpin boss guy spawn. My Wave Scrambler immediately received a 24 hour cooldown as soon as he spawned.
I have a sinking suspicion that I am not eligible for a map drop or random boss spawn for the same amount of time.
When you use it, do all players in the group get a guaranteed map or just the person who used the scrambler?
I think it’s pretty simple.
Underpin is guaranteed to drop a Delver’s Bounty the first time he spawns in a Delve, from what we’ve seen. Once you get that Delver’s Bounty, you can’t get another one for the rest of the week, so even if you spam Delves and get multiple Underpins, he’ll never drop another one during that week.
Therefore, the Wave Scrambler is essentially an on-call Underpin. If you have one, or loot one, during a week where you haven’t gotten an Underpin spawn, that usage of the Scrambler will guarantee Underpin dropping a Delver’s Bounty, just as he would if he spawned randomly.
The reason for the delay might be a holdover from when the Wave Scrambler was purchasable/sellable on the AH. Someone could conceivably spam a bunch of them, and even if they didn’t get multiple Delver’s Bounties, you’d still be looking at multiple Radiant Echo or gear drops.
Given that there’s nothing stopping you from looting multiple Wave Scramblers through the week (and Blizzard didn’t limit how many you could purchase/sell during the time that was available), they likely saw a bunch of people who simply bought a bunch off the AH, knew they’d be spammed, and instituted the 24-hour cooldown whenever you used one, or when Underpin spawned. Of course, I wasn’t particularly paying attention during the 1st week of Season 2, so maybe the cooldown had been in place the entire time.

Is there any benefit to using the Wave Scrambler at a Tier 11 Delve over an 8?

If you use a Wave Scrambler on a T11, you can use the map before you engage the boss and get the max 10 gilded crests.
If you use the map on a T8, it will only give you 4 gilded crests.
This is not correct. My cooldown did not exist for days until I was in a Delve and he randomly spawned. At that point mine was given a 24 hour cooldown that carried into the following day, after server reset.
Thankfully, their wave scrambler was allowed to be used so that I could get my crests and craft before raid. Because I could not use my own wave scrabler until 9pm that night because at 9pm the previous night I was in a Delve where the Underpin spawned randomly.
Prior to all this, I got my map from the Underpin days ago. If he spawns and you have a wave scrambler, it will go on a 24 hour cooldown.
That’s exactly what I said in the last paragraph.
You just said that when you had a Scrambler in your inventory, the 24 hour cooldown happened when Underpin spawned. It’s either-or. You use the Scrambler, and it’s on 24-hour cooldown. Underpin spawns, and any Scrambler you have goes on cooldown.
As I said before, I wasn’t paying attention during the first week (and didn’t use a Scrambler until after they were no longer available on the AH), but nothing I said concerning the cooldown was incorrect, and in fact, you said the exact same thing I did.
To your point about the groups, I don’t do delves in groups so I wouldn’t know how they work in a group, so I didn’t mention anything about group usage. However, at no point did I say or imply that usage of one, or Underpin spawning, would somehow cause a group-wide cooldown on unused Scramblers. Hence the usage of the term “you” and “yours” and not “the group(s)”.
EDIT: And to your previous point about not having a random Underpin and/or map drop at the same time. I’ve not seen nor heard anything about using a Scrambler precluding Underpin from randomly spawning for 24 hours. In fact, it wouldn’t matter if he did, because you can only get one map (per character) per week. So if you used a Scrambler, spawned Underpin that way, and he dropped a map, him spawning the next Delve wouldn’t be an issue because he couldn’t drop another map anyways. Further, if you already had a Map that week, neither using a Scrambler or having Underpin randomly spawn would get you another map, so it’s a moot point in your case.
As I said before, I assume the 24 Hour cooldown on Scrambler use was due to the fact that, through sheer luck (since you can find them in Mislaid Curiosities) or once being purchasable on the AH, Blizz knew that people would buy them up and spam them for Radiant Echoes or gear drops (which come after a player has gotten their Delver’s Bounty for the week). Clearly Blizz didn’t intend for them to spammed, hence the 24-hour cooldown and removing them from being sellable on the AH.
True, but that’s only if you haven’t gotten/used a map during that week.
Underpin, as far as we know, guarantees a map drop the first time he spawns for you in a given week (either randomly or using the Scrambler). Once you get your map, you can spam all the Scramblers you want, but you won’t get another map drop, so that strategy is only useful if you have a Scrambler, no map yet, are doing a T11 Delve, and Underpin doesn’t randomly spawn.
If he spawns, no need for the Scrambler (and it’ll be on cooldown for 24 hours anyways), but since he’s gonna drop a map, using a Scrambler on your next T11 Delve won’t have Underpin drop a second map, nor would it get you additional Gilded Crests any other way.
However, this may all be wrong, but thus far, I haven’t read or seen anyone saying that you can get multiple Delver’s Bounty maps in a week, so there’s that.
So, each of my toons has to purchase the wave scrambler?
You cant kill him on regular Delves. He just retreats when he loses.
24 hour CD is a bug, no solution other than wait out the timer.

Map is best used on a 11 Delve because you get 10 Gilded, if you do it on a 8 you only get 4 Gilded.
The item can be used in a T1 Delve to get to the save point faster then leave delve.
