You need to ask Ion. Its his game for the rest of this xpac until he gets "moved" to a more important project.
That's pretty much what it is, spontaneous RNG gear upgrades.
It affects just about any kind of gear I think, except for purchased items, not 100% sure on warfronts.
Azerite gear can't warforge or tiranforge

A titanforge: you enter the raid, dps a boss and the loot drops, witchcraft happens and items titanforge to a higher item level then you should have gotten.

Yep totally passive, it's just there at all times. Seals work the same way too. If you happen to bonus roll an extra piece then it also has a chance to forge up.

They were first introduced in MoP with the Throne of Thunder raid. Before that, raids would get nerfed from time to time so that more players could complete them before the next tier or expansion came out (for example, by the time Cataclysm launched, a player entering Icecrown Citatel would get buffed 30% just by entering the raid, and the stats on enemies in Dragonsoul were reduced by 35% before Cataclysm ended). With warforging, the idea was that Throne of Thunder could get nerfed a little bit at a time as players became slightly more powerful than usual, rather than just putting on blanket 10% nerfs at a time and upsetting players who would then be robbed of their pre-nerf kills.
It also provided an incentive for players to keep coming back to the raids after looting gear for each slot. Unfortunately, this also leads players to expect that all of their slots can and should be filled with warforged gear, and thus won't be happy with anything less.
So obviously the healthy attitude for warforged gear is to not expect to fill each slot with it. Then, whenever such gear comes your way, you can be happy, and you won't drive yourself crazy by assuming everything has to be warforged.

Back when our game used to have simply Normal, and Heroic gear and in some cases Elite gear… WoW had over 15 mullion subs and growing… now… les than 8% of that. Yes, WoW now has LESS than 8% of their highest subscription number count.
Wow never had over a 15 million subs. It flatlined at 12 million during Wrath. And the reason why it capped at that point (an asymptote really) was because there was an equal number of people subbing and unsubbing. Additionally since mid 2015 (at 5.1 million subs), there hasn’t been an official statement from blizzard of actual subs. Only MAUs, which is not what subs were defined as.
If you want to crap on retail use actual facts, not twisted numbers to fit your narrative. The game for the past 18+ months has been garbage but let the facts stand by their own merits.
