The reason we have frost oil without an internal cooldown is because we don’t have any frost debuffs affected by it. If shadow oils internal cooldown gets changed from 10 seconds to 0 seconds it will cause problems for warlocks and their debuffs. Thank you.
Also secondly if dragonbreath chilli is allowed to be 0 seconds then you will have fire spell damage rogues ruining the game and how to gear for normal rogues and for spellcasters.
Obviously the former development team were smarter than us and knew about these problems

Only bad things can happen from these changes sadly. I wouldn’t mind diamond flask being changed or lifedrains scaling at 100% but my friends warlocks minds if I am constantly dropping the debuff and potentially ruining every warlocks total dps in that raid. I used to get hated on for using it on private servers because I would drop the shadowbolt debuff and get called out for it.
Dragonbreath Chili absolutely should have it’s internal cooldown removed. This would give Blizzard the perfect opportunity to add an exclusive reward for Season of Mastery players.
Here are the prerequisites: The total number of rogues on the server who have maintained the Soul of Iron buff and also acquired a minimum of 500 bonus damage to fire spells must be equal to the total number of different forum alts the OP posts with to give false impressions of support in their topics. Once this unknown number has been matched, the rogues are then sent on a mission to steal Corrupted Ashbringer from Naxxramas and bring it to Stormwind. Upon their return, a black drake suddenly appears in the city and its fiery breath devour everything in sight as it chases its prey. The rogues’ fire damage gear attracts the flames and ignites, instantly exploding with a flash and obliterating everything nearby which inadvertently cleanses the corruption from Ashbringer which is then picked up by the player the dragon was pursuing. This tragic and unexpected moment was foretold to us on February 24th, 2006 in an alleged post on the official forums by Eyonix himself (bless his name). Finally, after all these years, we can get the closure we very much deserve. This stuff basically writes itself.

What does Dragonbreath chili’s icd have anything to do with quest rewards? 
At least Soul of Iron and a reward like Ashbringer is relatable. The Ashbringer is known to be almost unkillable.
What reason would rogues have to stack fire spell damage gear if Dragonbreath Chili kept the current internal cooldown? It’s the perfect opportunity to introduce a scenario that actually makes sense to reward this legendary weapon. Think of these rogues as the equivalent to Druids of the Flame.
I would argue that fire is much more relevant and iconic of Ashbringer than its wielder being “almost unkillable”. Just look at the actual in-game item that you linked in another thread:

It doesn’t have any defensive stats that I can see, but that insane fire proc definitely stands out.

You are comparing an ashbringer’s fire blast to the chili’s lol.
The ashbringer was unbeatable. Until he got killed by his own son.
Maybe if he’d used dragonbreath chili effectively things would have been different
