Like that’s the literal interpretation of the rule but the spirit of the rule is positively no paid for addons, if the addon utilizes a paid service as a component of its features to achieve full function then in reality it’s infringing on the spirit of the rules.
But it’s all meaningless rules, blizzard changes the rules all willy nilly without any care so at the end of the day ya may as well just throw blizzards rules out the window unless it will get ya perma- banned.
