Even if they do that, the Pvp class and faction balance is so utterly terrible that most of the people who wanted to do top level pvp have allready gone. For over a month players pleaded for changes but so far none have happened.
Warriors are STILL game breaking, and for as bad as they are now, unless something changes, its going to get worse as we get into next and the final season. Right now they are already having deep wounds ticking for over 40k. With more pvp power thats just going to become more and more oppressive.
If pvp were in a more healthy state more people might be willing to go to grob over pagle but with how trash it is now? I have a suspicion that few will.
