Playing on EU servers from NA possible or too laggy?

So a military friend of mine is headed to Europe (Germany) in like 4 months.

1st question: Can he make an EU account while in NA knowing he will be there soon?

2nd question: If he waits and makes an EU account there, since he will be there for 18 months, when he gets back to the US, will he have really bad lag logging into the EU accounts from NA? He has like 800 mb/s dload fiber speed from his Military base in Orlando Florida.

Any info?

He can make the account from anywhere.
Im an EU player with a NA account.

The lag wont be too bad. Like 130ms
Mostly negligible

The main issue would be timezones
