Unfortunately he’s a weird older model that’s all baked together, so the outfit is hard-coded as part of him rather than a regular armor piece like more modern NPC models use.
Best you can do is to thumb through mog collections to see if something comes close.

aw dang. 
You’ll have to try and piece together BFA leather, maybe some SL leather and either the garrison admirals hat or Bloodsail hat.
It won’t be exact of course because he’s got the classic pirate 
design but you’ll look more…advanced I guess.

Rogue set from legion. I’d recommend buying the pvp ensemble, 12 marks and it comes with every piece. Looks piratey. Only problem is the helm shaves your head and makes it look godawful.

I hope in Dragonflight when Grey/White items become obtainable for transmog that the Blood Sail 4 white cloth pieces become cosmetic so I don’t need to refarm it on a cloth user.
For Real! And more Pirate like Dungeons like Freehold.

Legion was a golden opportunity for more pirate stuff, same with BFA. Shame they missed it. I really liked the pirate disguise you got in that one Horde campaign quest where you recruited the pirate crew.
Make sure to get one of those parrots that sits on your shoulder
There are pirate hats although most are still locked to cloth, you can get admiral hats or tricornes instead for all armour types.
There is a leather set that has an overcoat which is probably your best bet outside of the Kultiran heritage armour.

Unfortunately the overcoat is not a proper overcoat I have just found, although the collar is nice.
I guess Kultiran heritage is really the only way
