Pirate Accuracy Increasing: No fire to extinguish

Hello,

When attempting to complete the quest “Pirate Accuracy Increasing” (Thousand Needles) with my level 30 druid, no fire was present to extinguish in order to complete the mission, even after sailing around the boat for a solid 5 minutes. Without completing this quest, I’m not sure if I will be able to advance the Thousand Needles quest line. Currently playing on a 2015 Macbook Air, and have tried various graphic qualities to ensure it wasn’t a computer issue on my end.

12/18/2020 I have the same problem - got a boat from Grizznak and sailing around the barge, but no fires to put out. Tried dropping the quest and coming back to it on another day, and still no fires to extinguish.

Help, please
