Pipe missing to navigate to Plaguefallen chest

I’m trying to get the Plaguefallen Chest on top of the wall in House of Plagues, Maldraxxus. I’ve found the tunnel where there is supposed to be a pipe you enter to travel to the wall, but there is no pipe. I got the plaguefallen debuff just to be sure and still no pipe.

Was the rare boss on the platform?

I noticed that the pipe is not there when that boss is up.

IIRC it only appears if you are 60. You need the plaguefallen buff to traverse the pipe but it hasn’t shown up for my ‘Threads’ toon or any toon under 60 so far.
