Howdy, if the devs doesn’t already know: The quest Picture Perfect is bugged. What happens is, even before we get the quest the raft (vehicle) that we need in in order to complete it, is phased out, so we cannot complete it. Abandoning and getting the quest back, does not work. Exiting the game does not work either and also, the raft rapidly shows up and vanish again. Many players are having this issue right now as you can see in WOWHead comments, we are unable to finish or progress this questline due to this.
Must be somehow related with the world quest, that cannot be completed as well for some characters.

It’s now October and I’m confirming that the problem still exists.

We are now in December and it still seems to be a problem. This is happening for both the world quest and the tutorial quest. I think it has something to do with the two of them trying to run at the same time.

This quest was bugged for me as well, since I unlocked world quests before doing the quest. I just wanted to say that waiting for the weekly reset allowed me to complete the quest.
can confirm, its STILL absolutely a problem that has yet to be fixed
