I’m talking about mythic+. I used to give it to top DPS, then I started alternating, now I don’t even know. I apparently gave it to an enh shaman and got insulted at the end of the dungeon, which is always fun. I’ve been asked by warriors, rogues, locks, hunters, but who really benefits the most? Other than enh shaman, who should never get/does not benefit at all from PI?
I pick at random and give it to the top dps in keys. I do try and notice who is burstier on bosses and give pi to them and who is burstier on trash and give it to them though. I feel like it is just too much energy to figure out what class/spec/talent combo is better as there are just too many scenarios, even before you take into account how well a person plays their class.
I wouldn’t stress or worry about someone giving you grief over getting PI.

It all depends, i mained priest in SL S3/4. In PUGs, i would usually give it to whoever. In my coordinated group, it would go to whoevers CDs were coming up, or who has a better burst profile on bosses etc. If you aren’t tracking DPS cooldowns, I would recommend it. If people flame you for giving PI out, don’t give it to them. That’s what I usually did (only if they’re being jerks about it).
Whoever trades you the best bribe, like the Priests of old.
I honestly just give it to the person who benefits the most from haste. If that’s not the case, then the highest dps

It really depends on the situation.
Things you need to consider:
How many enemies are you attacking, some classes are better for group fights and others are better at single target.
What’s going to happen in the fight, can ranged dps stand still for long periods of time or are they constantly moving because of mechanics. Give to a caster if they can stand still for awhile but if they can’t give to a melee.
Who’s cooldowns are coming off CD when your PI is ready. A lot of time it’s worth giving to whoever has Cooldowns ready or almost rdy, addons like OmniCD can help with keeping track.
If everyone has cooldowns ready and you’re fighting a large trash pack give to classes like Moonkins, DKs, DHs, Fury Warriors.
If your cooldowns are ready against a single target boss, Demo lock, Rogues, Hunters, Mages, can all be great.
Something to keep in mind though, everyone does pretty good with an extra 25% haste so don’t over think it too much. Sometimes I just give it to the highest mythic+ score because they put in more work.
If you have a DPS evoker give it to them. They will love you.
Destruction lock, fire mage, arcane mage, moonkin benefit most from my experience

DK on army, devastation, demo.
I tell the group that “Whoever kills the most explosive orbs, gets PI.”
You would be amazed at how well the mechanics in the dungeon go from there on out.
Fire mage and BM hunters are solid PI targets as well. Unholy and Demo should be the first to PI because they gain so much you are correct.
Just go to bloodmallet, they have a pi breakdown based on sims. Mathematically unholy dk is still the best target
I tell people to /roll for PI when I pug raids. Is it meta? No, but i find it funny how people react to it. I usually see a bunch of rolls start going immediately.
I give it to the tank on the opening pull. After that, I rotate through the DPS.
I watch the meter for the first few pulls and whoever is coming up on top gets the PI. I don’t overthink it. If someone comes up higher on the first boss I’ll repick. Its in a focus macro anyway so its easy enough
I do casual content and that’s how I go for in random groups as well… I just give to whomever is at the top of the dps chart when it comes off cooldown.

Depends who you’re running with. For my first H Raz kill I was giving it to our top dps upon his request ((warrior) (and then to our demo lock on split). Unholy Dk and fire mage used to be my go to but they have to be ready.
If I’m farming valor I try to give each person PI at least once in the run because it’s honestly just a fun buff to share. However, I still track personal cooldowns and share at appropriate times for burst windows so they get the most fun out of it.
Overall PI should be shared based on your forethought on how to make a combat scenario most efficient. I even use it on tanks when they overpul when I know their self healing and the extra haste will save a key.
If you want to maximize PI efficiency get an announcing tracker and/or ask before dungeon/encounter who the best candidate will be & have a game-plan: Use on large fortified packs? Tyrannical bosses? Different players based on current cooldown availability when it’s back up or just the same target on CD? Clarify!
Just try to avoid only casting it on just yourself and if anyone says anything that’s a window to politely adjust - you can always say it was a misclick to avoid sterroid-taking rage quitter scenarios.
