I know am at cap but doing dread waste for loremaster thing. but I keep getting phased out on some of the quest.

The BfA Vale quests will mess with the phasing of several MoP zones once a character is at 50. The only way to fix it is to complete those BfA quests. Once the BfA Vale quests are unlocked, there are some breadcrumbs to complete short quest chains in a couple of the zones like Dread Wastes and Kun Lai. Doing the ones for the zone you want to do the old quests in should allow you back into the original phase.
