Phase Portal Not Working

I can’t start the world quest “Phase Diving: Strange Storms”. The marker is in the wrong place and the phase terminal is not clickable.

For me the portal are at the right place but they can’t be used/interacted with in any way, none of them.

EDIT: Turns out I am an idiot, I didn’t have the cloak equipped because I swapped specs and I forgot to update my saved gear.

I had this issue, it turns out that it didn’t register the first part of the Another World quest and I just had to go back and do that again. It’s the quest by the lake in Oasis.
