If we want a lively open world comparable to phase 1. Wont happen due to dungeons, but its a step in the right direction.
Doesnt matter if its only giving even a quarter of exp compared to leveling, the moment you have runes and rewards attached to it and also exp, people will do it first to knock out the first two, and get exp as a bonus vs doing it at max level and losing out on free exp. Its just human nature. Its a low effort way of optimizing progression.
The only way to save WoW would be to completely gut dungeon exp, get rid of incrusions, and instead focus on implementing new quests OUT IN THE OPEN. Better quest rewards that feel more rewarding than incrusion honored buys or dungeon loot.
As of right now this project is tainted and doomed. There is really no soul in it and its only a week in and already feels like only thing to do is run ST or gank incrusions. Because thats the only areas where the player base is. Empty world is empty.
