Hi so a noob hunter question:
So I have the exotic pets talent. I adopted a few animals with gold dragons around their pictures (so elites?), but I am unclear if they are better than other pets. Are they? Or is it just an achievment thing? Also, do pets have levels like the battle pets and gear (common, uncommon, rare, etc)? If so, how do I see this level?

An Animal out in the world has a Character Level. Small critters are often lvl1, while animals capable of hurting you are usually max level, and some are one-two levels above Max, possibly those golden picture frame animals you referred to.
Once you tame a animal, its level will be that same as yours. So far as i know, Hunter’s pets have no gear- type levels, nor do they have Rarity scores.

so if I tame an elite gold dragon pet, it isn’t necessarilly better than a regular old wolf or bear? So pet choice is only about the three schools (tenacity, ferocity, cunning)? Not about which specific pet apart from cosmetic choices?
Yes and no.
While they all have same damage, even within ferocity/cunning/tenacity pets there are pets with different abilities.
For example wolf has a slow, cat has a dodge
For example cunning hyena has healing debuff while dog has slow.
