I tried as well on both the horde and alliance side and couldn’t figure it out.

Some people found the way to make it work for now, if you create a level 90 and activate tracking pet you should be able to slot a pet and to see the quest at your main city battle pet trainer.
Edit. For those looking to test pet battles currently Lydia Accoste isn’t spawned so it blocks one of the quest progression later on (around where your pet are level 17) *Seems like a phasing issue with some tamers

Thank you. Creating a fresh 90 template character did the trick for me. My copied characters still cannot train pet battling, so I suspect this is part of the training bug. Either way, looking forward to testing some pet battling later today on the template toon.
