I was playing hearthstone on my mobile phone and was thinking how fun it would be to be able to pet battle on the go as well soooo I guess my question is why isn’t there a pet battle app for my android yet for pvp pet battles?! haha cheers!

As you note, you’re suggesting a new feature. QA, the only Blizzard folks that come here, won’t forward non-bug postings from this forum to the developers.
Try the Pet Battles forum. Developers do see suggestions posted there.
for some reason the forums wont let me make a new topic there. howeverrrr at least you saw my message, maybe I already caught the eye of a dev too.
