With Chromie as a visiting quest giver in Mechagon today, the blueprint for the Personal Time Displacer is available to players by killing Clockwork Giants (and perhaps other mobs) in the alternate future to which she sends you.
I killed these mobs in a group of 4 players, 3 of whom got their blueprint drop after apx 15-20 kills. I proceeded to kill for another 2.5-3 hours, without ever getting the blueprint to drop. Unfortunately I do not have an exact number of kills, however it is at least well into the hundreds, and this has reached a point of extreme statistical unlikelihood. If the drop chance is meant to be extremely low, then 3 players receiving the item within ~20 kills is incredibly unlikely. If the drop chance is meant to be low but still “relatively” obtainable (20-30 kills as most reports have indicated on wowhead), then 1 player not receiving the item after hundreds of kills is incredibly unlikely.
Furthermore, there is an additional comment on the wowhead forums of a player that did not get theirs after 3 hours, while all other comments so far indicate the 20-30 kill average experienced by the 3 other players in my group.
At this point reporting a bug as it seems possible/probable that something is preventing this blueprint from dropping for a minority of players. While this is all theoretically possible, the more likely explanation is that something is up…
