The personal tabard quest is not unlocking account-wide access to it as intended.
You can obtain a new personal tabard from a vendor, but the NPCs who can edit your personal tabard do not appear for anyone that has not completed the questline.
Considering that every character that does the questline NEEDS to complete several extra pre-existing questlines all over the Dragon Isles, this makes customizing tabards for alts unfeasible until this is fixed.
I can’t even find the damn quest to get the personal tabard. Where is it? I get no notifications or anything.

Heck I keep finding the people you have to talk to and only one did, the rest have me finish their quests and I can’t talk to them about what makes them who they are.
Having the same issue. Did it on my main and want it on my dragon but it’s still wanting me to finish the quests on my dragon when my main has completed and received the custom tabard 
You can edit in Stormwind with the tabard vendor there… Problem is Orgrimmar doesn’t seem to have a designer implented.

Wait, you can’t customize with her, you need to go all the way to old Undercity.
Yup, this did it. There’s a tabard designer in the central area of the Undercity where you can customize personal tabards with alts, if the questline has been done on the account.
Still definitely not working as intended, though, as the Valdrakken tabard designer still isn’t showing up for alts, and there should probably be a tabard designer in Orgrimmar to match up with the one in Stormwind.

Bro i cant even complete dragon isles adventuring being yourself where you have to interview 8 npcs on an alt even though i did it on one character already they tell me theyre too busy but to fix it i have to do their questline for me to get an interview out of them which i shouldnt have to
You were supposed to do their quests before now, it’s going back to side quests you never did.

I leveled to 70 on various alts using various paths to get there.
The quest Dragon Isles Adventuring; Being Yourself requires you to interview 8 residents, all of who have their own quests to accept. If you have yet to complete their quests, they won’t help you with yours.
I’m not doing previously completed content just to increase Blizzard metrics of content engagement to progress the tabard questline. Tabard can stay locked as far as I’m concerned.
Is there a glitch with it not showing personal tabard design on the armory?
Yeah I noticed this too. It just always shows my guild tabard instead.
So… I un-locked Personal Tabard on my main. (Orc, Horde) Got on an Alt (Dwarf, Alli.) to go buy one from Rebecca Laughlin and… she does not sell it to me… she, instead, says ‘How do I acquire a personal tabard?’ and points me to go DO THE ENTIRE QUEST CHAIN AGAIN!
I’ve looked EVERYWHERE to figure out why she is not selling it to me… no idea why not. Even Blizzard’s own website SAYS IT’S ACCOUNT WIDE and you should be able to BUY IT ON ALTS… this is a lie or a bug.
Has anyone else ran into this issue?

So, i had to re-do the entire quest again -.-, thankfully it was super easy on my main, who did all the side quests. Apparently, it’s a glitch. The quest was reset for me, once i did it again it was available on alts.
