What are the penalties for DDOSSING? Jail time? Prison time? A fine? Slap on the wrist?

The Computer Misuse Act 1990 makes it illegal to intentionally impair the operation of a computer or prevent or hinder access to a program/data on a computer unless you are authorised to do so. This means that Distributed denial of Service ( DDoS ) and similar types of attacks are criminal under UK law.

On a serious note, it also depends on if Blizzard wants to charge and put time into finding this person although his twitter is public. Shouldn’t there be a way to reverse his IP and find him?

Depends on the laws in the suspect’s homeland and the laws in the victim’s homeland.

Yeah but punishment is going to vary greatly depending on the circumstances.

there should be a way. he’s tweeting live about all this. plus it wont be just Blizzard. It’ll be Twitter and Wikipedia too.

Gammell has been sentenced to 15 years in prison, though some of that prison time stems from two charges of being a previously convicted felon in possession of a gun. The court stated that it would see about restitution at a later date.

I think it would qualify as interstate commerce so it would qualify as a federal crime. I don’t know that this is what is indeed happening though.
