Can a older PC reduce ones damage during Raids, Mythic and PVP? as compared to a newer PC
Not like it can in FPS, no.
In some types of FPS, refresh rates and Framerates can cause less damage to actually be registered by the system. However, that does not happen in WoW.
What can happen, however, is that you are unable to react in a good time frame due to low frames.

No but again your fps will be drastically affected esp in heavy spellcast situations.

depends on what the specs are and how bad it effects your fps. cause if you cant react in time due to lag your dps is likely gonna go down or your gonna die without knowing

If your FPS is significantly lower or choppy, then yes - it can impact your DPS/HPS.
Scenario: You are a caster, with a castbar. If the frames are so bad that your cast bar looks more like a slideshow and going up in chunks rather than smoothly - there’s a good chance you’ll miss the global cooldown, even if by microseconds - impacting your DPS as the time between your attacks can be greater.
Scenario 2: You’re ranged, the time between your frames is high, you’re now at 10-15 fps. You have to dodge mechanics and floor baddies - you see them later because the time between your frames is high, you’re now a sitting duck and have to move in the last second, or eat that floor baddie. Either way, your dps is lower or you’re taking way more damage than you need to.
That being said, WoW runs on a potato. There’s no need to have all the super special particles on and all the rest of it, they do a pretty good job of providing highly flexible video settings that can still achieve 30fps on a really poor system.
