Try to open world quest, and you’ll get DCed frequently. But the quests in Paw’don Glade are different: you immediately see the server freeze up when in the area, and then the world server crashes for everyone ~3-5 minutes later.
Not sure if there is a horde equivalent, or if this explains all the server issues, but it definitely seems to be part of the cause.
EDIT: After more testing, it is specifically the quests “Critical Condition” and “Priorities”, both of which cause items to spawn in Paw’don Glade. If you don’t have either of these quests the zone works. If you have just one of them the server freezes on you and then crashes for everyone ~4 minutes later.

When being in or around Paw’don Village and being on the quest ‘Priorities!’ then this causes the world server to crash. I could nail this down with a few tests.
The best part about this bug is that it is so early in the leveling experience. So if new players quest they will crash the server. Then try to do it again, and crash the server again.

I can’t get it why this bug has not been fixed. Testing every quest from 85 to 90 is mandatory because we have to rely on smooth questing experience. Imagine, instances and raids would have been thoroughly tested, but a huge number of quests would still be buggy because no one noticed.
Today, after informing some players I met at Paw’don Village that the mentioned quest causes the crashes I noticed every 10-15 minutes disconnects and the message ‘world server down’.
If this is happening since 14 days or longer I can’t understand why no one is looking at crash logs and analyzing the content.
Teng Applebloom is spawning his “follower” version infinitely when the quest is active. This is what is crashing the server.
Exactly, for me it looks like a phasing bug.
It’s not just this quest, although this quest alone will do it. The healing quest that you get at the same time also will crash the server.
Funny/sad how this game-breaking bug was discovered 4 days ago and it’s still not fixed.
Good news, I could now successfully finish the quest “Priorities!” without crashing the server. I had filed two bug reports, maybe those helped.
