I think i may be confusing myself trying to get this. I know I am hella late to the flying party but -

  1. If I have 6 alts, can I get revered with the 1 faction per alt and still get azerothian diplomat?
  2. Does every zone have to be completed on the same toon, or can it be one zone per toon then you unlock the zandalar forever quest line?

I am trying to do this between two toons but am not sure if I am wasting my time. One toon has voldun quest line and rep completed, the other toon I just did zandalar and am almost through nazmir.

  2. Can do each zone with a different char and still get achievement.

If I do each zone with a different character, how do I unlock the final two quest lines for the zandalar forever? (A bargain of blood and the final seal)

You’re welcome, sorry I didn’t catch that earlier. Part 2 could be split between 2 characters though. However those aren’t leveling zones, I think you have to be max level to do those zones.
