So you can fly at clvl 30 in WoD and Legion w/o having pathfinder achievements.

No mention of BFA though. Folks without BFA pathfinder might choose another xpack instead of BFA on their alts because of this, so they can fly clvl 30 to 50.

Significance of the new clvl 30: 60% of the way to clvl 50.
old clvl 80 is 66% of the way to old clvl 120.
old clvl 80 is when you can obtain the fastest flying speed.

The new clvl 40 will be the level to be to get fastest flying
