Just an update…
I (just now) completed Pathfinder: Part 2, and got the Wonderwing 2.0 mount, and flying in BFA.
I did it by the following…
Death Knight --> completed ALL other pieces EXCEPT Rustbolt (Revered)
Hunter --> completed ONLY Rustbolt (Revered)
The last piece I completed was Rustbolt (Revered) on the Hunter, and he immediately got the Wonderwing 2.0 and could fly.
So, YES, you 100% can complete the different sections of Pathfinder: Part 2 on two different guys.
This post is in response to various posts on this thread saying you could NOT do that. I know, the um, forums, can be extremely inaccurate, just sayin’…

Let me clarify further. I achieved exalted on my main on Proudmoore (alliance) and got “Ain’t No Mountain High Enough” – the achievement for the HMT unlock.
On another server, I am running Horde. They all got the green light for the achievement – but they have (at this time) 0 faction with the HMT, and can’t buy anything at a vendor and so on.
It only counts for the achievement unlock, server wide.
Same with exploration – I bet, although I haven’t looked, that the achievement names for exploration are different between factions. So the Horde need a set of exploration achievements that aren’t satisfied if your Alliance toon gets the map cleared.
However, having another toon (of either faction) clear the map will not remove fog of war for any other toon, of the same or the other faction.

Basically, it’s the NAMES you need to worry about. If the name of the achievement is the same both sides, it’s shared. If it isn’t, it ain’t. None of the actual faction rewards, vendor privs, and so on are shared, only the title of the achievement. And most neutral achievements share names cross-faction.
The exploration ones do not because these are Horde/Alliance conflict zones, in the xpacs. You don’t let the enemy share your maps, but it’s ok to let the player skip the grind and bask in the glory.

Each achievement must be completed by one character, whereupon it becomes an account-wide achievement. You can explore zones on different characters and complete loremaster on different characters in different zones.
The key is that all characters do not contribute to any particular achievement, but all will get credit when it is complete.
I’m not sure if I’m misunderstanding but I got Nazjatar rep on one character and Rustbolt on another and they counted towards pathfinder 2… Just got it almost a week ago
Regarding part 1 and part 2 achievements:

Part 1 and part 2 don’t have to be done in the same faction. You can complete part 1 as Horde and part 2 as Alliance for example.

You can’t use characters from different factions to the same part. For example, if you complete 50% of part 1 with Alliance and the other 50% with Horde you will not get the achievement.
Regarding part 1 and part 2 requirements/sub achievements:

Both parts have 5 requirements/sub achievements, and you can complete each of them in different characters. They just have to be on the same faction.

You can’t use different characters to complete the same requirement/sub achievement. For example, if you completed 50% of the Diplomat requirement/sub achievement with a character and 50% with another you will not get the achievement.
In other words, check which faction you have more progress with each part. After that, check with character have more progress with each requirement/sub achievement. Complete them and you are done!
Edit: Mechagon and Nazjatar rep requirements have to be completed in the same character because they are not a sub achievement.
I got the exploration achievement by doing Kul Tiras on an Alliance character, and Zandalar on a Horde character.
The answer is yes, sort of.
Pathfinder is completed via achievements. Achievements are account wide once you get them.
If you get all the achievements for something across multiple characters you will get that thing.
BUT
You have to complete an achievement with progress on a single character.
So having 3 characters with 80% toward an achievement means nothing. One of those characters has to get to 100% and then your account has that achievement.
Also this may not count for ALL achievements. But I think it does for pathfinder achievements. Addons may or may not understand this. Your achievement log will tell you the truth.
I did most of the achievements for unlocking void elves on a horde character and finally finished it up on an alliance character with the last achievement from the unlock quest.
For pathfinder, its not the rep that counts per se, but the ach you have for getting to exalted.
