Your policy is to do whatever you can to minimize the chances of a badly geared player getting an upgrade while maintaining the pretense that you support generosity.
My conclusion is that in reality you probably never trade gear and think nobody else should either, because gear is traded to someone who needs it. And if they deserved the gear, they’d have it already.
You see giving gear to a person who needs the upgrade as a moral flaw.
I enjoy giving a big upgrade to someone who may not have been expecting it.
