This just started again today.
I am unable to change anything since I do not have Parental Controls on my account in the first place, have no idea why it shows up. Seems to be through some sort of Outlook or Microsoft hack but really don’t know what to check.
perhaps it’s best to keep your family matters off the forums… talk to your mom and dad about this first?

This is a Customer Support issue. You will need to put in a ticket to have parental controls investigated and removed if needed.
That will also usually require ID confirming you are the registered account holder and an adult in your country.
Just an FYI, there is a situation where if there is no Bdate on the account they default on.
The solution is the same, in that you have to contact them. Here is the info on Govt ID, what they accept, and info on how they destroy it after ticket is resolved. They have to comply with CA and Federal Personally Identifiable Info laws.

I have 3 tickets in queue but the usual answer is “we didn’t do it, things look fine on our side, we’ll send in a ticket to tech support, we don’t know what to do, reset your ui” and no they still don’t know why after over a year my guild chat doesn’t work.
You need one ticket. Not 3. Flooding the system with requests causes confusion and does not get it resolved faster.
The Customer Support forum serves as an Information Desk and can answer questions about the support system, policies, etc. You could move your thread there and maybe a Blue can provide more information while you wait on a GM to answer your ticket.
To move your own thread, edit your first post using the pencil icon. You can access a drop down list with the forum names - switch to the CS forum and it will move the whole thread for you.
Here’s what apparently fixed it, if anyone else has the problem. I had all privacy settings on my battle.net account set to Off or disabled. A Blizz rep confirmed no parental controls were on my account. The other option was Battle.net privacy settings. I Enabled Listening and text messaging. Which is strange since mail worked fine when they were off for weeks before. But the rep said, “I guess it’s true you need those on.” Like they had no clue this would fix it.
