Because of the incredibly low drop rate for paragon reputation rewards, I’m still slogging through Legion content. I there are 4 reputations I have been unable to get paragon rewards.
I still haven’t gotten any of the rewards for 6 factions (both Horde and Alliance) in BFA. Absent some incredible luck, it is doubtful that I will be able to before Shadowlands comes out.
I know many people who are in the same boat I am in. The drop rate for paragon rewards is so low, that you can’t reasonably finish most of them within the current expansion.
I’m now going to be working on content from 3 different expansions, not including the rare drops from Timeless Isle in MoP which still haven’t dropped.
This is 100% due to RNG. I’ve done the content over and over and over and over and over and over and over and over and over and over…
If the developers want people to play current content, then remove or dramatically improve the drop rates on paragon rewards so someone can reasonably get them during the current expansion.
All pre BFA paragon rewards should be 100% drop rate. BFA paragon rewards should be 100% drop rate once Shadowlands comes up.

Paragon rewards shouldn’t even be a thing. All rep rewards should be able to be bought from the vendors.

paragon rewards need to drop from emissaries as well the paragon box should just be an extra shot to get stuff. been saying this since legion.

Cheat the system, stack alts. I’ve gotten all the paragon pets, mounts, and toys multiple times over. Ended up destroying well over a dozen mounts since I can’t trade them while I caged all the excess pets and gave them free to my guild.

You’ve been doing it wrong. Horribly wrong.
Even during Legion it was a discouraging and pointless grind to do world quests to get paragon boxes.
The way people got those mounts was to level an army of alts and station them at their mission boards, going out only to run to the mailbox to send rep tokens to a main who would get all the paragon boxes. Or, of course, to do world quests for order resources to keep the factory operational.
So optimize your followers. Do the Argus quests and missions to get better minions and follower gear.

This is the part where my machine runs out of motivation 
But I still need that damn flying rug.
Most serious mount collectors have a herd of alts. We like making our own luck.

3 mounts here still to go. This is with MANY Paragons, during and after Legion.
Of course, after the expansion I’m in a position to get them far less (mainly focusing on BFA.)
I don’t know about 100 percent, but it should be a higher percentage (even if it is based upon how many of them you’ve already done, like “bad luck protection after the expansion.” ) Blizzard would say that the problem with “100 percent” was that the user would not even bother, waiting until the next expansion.
To add to this, reputation should be option cosmetic vendors. Game changing upgrades like Essences at Rank 3 should not be locked behind Exalted (I know, Revered now) reputation.
Paragon rewards should be on the vendors. But if I get an extra 5k gold every 10k rep with a faction, I wouldn’t be that upset. Only gold/resources, though, no mounts or toys or pets. Make it truly optional.
One of the issues I have is that in legion they dropped BoA rep tokens like water from the mission boards. Allowing an army of alts to farm those from my phone. In BfA the alts have to go out and do WQs and get less rep.
I’m still missing the toy from the Wardens cache, even with an army of alts.
Current expansion, I’m only missing a toy from Voldunai and Talanji’s. I’m only running three horde though.
