What is the best tanking weapon for prot pally outside of raids?
I don’t raid and generally only interested in 5 mans (and BRS).
Is it Quel’Serrar?
Quel’Serrar debatably doesnt count as “outside of raids” since you need Onyxia to puke on it and then you need to poke her with it.

Failing that any 1H spell power mace/sword.Faster is better.

Depends a little on build, and what you’re trying to do…
I don’t think Spell Power buffs your Seals, so that wouldn’t particularly be helpful for survivability or longevity as a tank, but may be is (but… this is not a weak area for prot pallies) relevant for threat or dmg output.
MP5 is pretty nice for prot pallies, but so are just fast, hard hitting mainhands…
I think the correct answer is to put your dress on and play your assigned role but I’m horde so w/e.

Spellpower buffs SoR/JoR damage and consecrate which is most of your threat. White damage is a tiny amount of your threat comparatively.
Isn’t most of their threat GBoK? Or is that only in raid scenario?

Threat is so not an issue as a prot pally, if you have points into imp RF.
Maybe? I havent kept up with prot pally theorycraft in classic, Just going off what worked in TBC (which mechanically is the same)
Yes, that’s raid. In Instances, prot paladins have no threat issues.
Yea gbok spam is only good in raids since you get threat for each person who gets buffed per cast, in a 5 man that’s not much
Depends on comp! with 3 wars or 3 mages, it could be helpful, but not necessary as prot pally threat is already incredibly high.
Gotcha, figured it would work out that way, I don’t really ever get to see Prot pally in dungeon as a tank myself, just in raid.
Any fast weapon will do, flurry axe is generally considered bis - the more SoR procs the better.
GBoK is really only useful in raids where there are 5+ of one class, and is really only useful on boss fights where threat is not split among several mobs active in the fight.
Something like flurry axe, barring that any SP sword because your threat is from holy damage or spamming greater blessings on the most populated class in your raid.

max threat in BC was flask of Blinding Light. so probably a +sp weapon.
As people have said, SP weapon with a 2.0 or faster swing.
For pre raid, that’s sageblade.
That being said… don’t waste the gold. Paladin tanking is a meme and fine in dungeons, you can do it by assembling some spell dmg plate such as plate of the shaman king. Do not be fooled by deathbone, you do not need the defense.
Get a engineering shield and run spell dmg gear, use trinkets like mark of the chosen and briarwood reed.

Thunderfury is pretty good, I hear.
I just use SoW with Consecration on groups after a JoR on the first target. Don’t lose threat after that, but I do mark target order.
Oh yeah, currently using a Silent Fang. I like it. It sometimes procs on those pesky casters.
