Who is better at PvP/PvE and why? I am having a very hard time choosing between the two. I would like to main as a healer on Classic, id also like to do a lot of PvP. Who is the more fun to play?
Paladin is usually better in a lot of regards, but windfury buffs for your group are cool too. They have different things they do. So I suspect it may come down to if you want to be Alliance or Horde.
I'm still on the fence. I love being a shaman, but dislike being Horde.

I remember 1v1ing a Shaman on my Paladin back in the day and it was a long battle, we kept healing ourselves, but in the end the Shaman's ranged spells seemed better then my melee <_<
i dont agree that paladins are usually better, it depends what you want to do. both healers are highly sought after in raids
if you want to pvp as a healer then pallys are better. if you want to pvp as dps then shaman are better

A pally should never lose to a shaman. Their healing power is just too great. Shaman should go oom much faster.

personally, i don't remember a single restoration shaman doing the pvp ladder in classic on my server. i am not saying it didn't happen, but i did my pvp climb on a mage around the time arathi basin was released, which means our groups were comprised of 15 people and, from memory, every shaman was enhancement. holy paladins have stronger buffs that transcend groups, have less issues with mana, and have stronger heals. paladin offspecs are complete garbagio however. there arguably isn't a better duo in pvp classic than hpal and dps warrior.

Both are equally good at PvP/PvE in their own unique ways. I'll explain both classes as I know them and some my offer different viewpoints then mine.
- Paladin -
Paladin is superb as Holy in both PvE/PvP with a lot of utility, unrivaled by any other healing class in single target healing/efficiency. You have one of the games greatest buff available if you spec for Blessing of Kings. Your other blessings are still incredibly powerful. Any Holy Paladin in any group is going to make that group many times tougher so long as the paladin does their part.
As Retribution, the Paladin can dish out the hurt in PvP while retaining much of the utility brought by Holy Paladins, but will be overshadowed by other DPS classes in the PvE environment towards and at max level. They can still be viable for max level content, but you may run into opposition for being Retribution depending on who you have chosen to play with.
As compared to a Shaman, the Paladin is the more defensive class of the two.
- Shaman -
Despite all the utility, defenses, healing, or possibly damage that a Paladin can bring to the table in PvP/PvE, the Shaman is an equally powerful class in it's own right.
As a Restoration Shaman, you are desired in both PvE/PvP for your utility in the form of totems, your healing spells (especially Chain Healing), as well as your ability to shut down casters with Earthshock. Purge is also a fantastic way to mess up the enemy by taking away important Magic effects from the enemy target. The main thing to be aware of as a Shaman is your totems don't move with you, while Paladins Auras do. If you can weave in your totems at the right time, they can be just as, if not more, effective.
You also have the ability to choose between Elemental & Enhancement, although like the Retribution Paladin, they will be overshadowed by the other pure DPS specs in max level content, but you can still find groups for them, it may just be more difficult. They are powerful in PvP as both specs still retain their Purge & Earthshock to disrupt and shut down casters. Enhancement Shamans can dish out the hurt just as Retribution Paladins can, while Elemental is capable of huge on demand bursts to take down opponents quickly.
Of the two, Shaman is the more offensive class.
In Summary: Take into account that both classes have great strengths that differ from the opposite faction counterpart, which also comes with different weaknesses. While I still can't dictate in what class you should choose or what way you want to play. I hope this has been insightful enough to help you come to a decision.

a shaman wont be able to kill a paladin, but a pally cant really catch a shaman either. one on one is a stale mate imo. i dont care how good the pally is they cant keep up with ghost wolf, especially if they have the pvp item that makes GW 15% faster

You make it even harder to decide! I am very torn on the H vs A thing, I played Horde back in Vanilla and I loved it.

That’s partly because resto wasn’t worth speccing into for shamans. Most shamans had 20-21 points into resto anyway for Natures Swiftness.
All deep resto have you was 10% better healing and Mana Tide totem which wasn’t great for PvP.

yeah, i don't remember a lot of the tiny, tedious details about the talent tree from classic/tbc/wrath. i seem to have erased most of that from my memory lol.
I am in support of NO CHANGES however, imagine having 31 resto with stormstrike 2H windfury. Pretty sure that's not a banana in my pants.

In Europe Vanilla where i plated in 2005-2006 ,Best Guild was Nihillum and their mainTank was Tauren warrior -name=Kungen and maybe best Tank if Vanilla- (they made worlds 1st c-thun kill) and... their mainHealer was... shaman.. so with good gear Shaman is way better healer i think.

In raids it is shaman no question. Windfury totem is a huge advantage but more importantly people forget how important cleansing totem was. Especially if we can't use the old decursive add-on that blizzard purposely broke making raids way easier for horde than alliance. You can also just pull up old statistics and see way more horde guilds cleared Nax largely due to how much shamans contributed to raids.

If it helps: for high end raids paladins were only healers. Despite what people say (and prob didn't raid Nax) ret was a waste of a raid spot.
Shamans also only healed in raids except you needed 1 enhancement shaman for windfury and blood lust for each melee group.
