The Libram Deliverance, that requires level 18 to equip and that is looted in Desolace, that grants a new paladin rune is bugged. I have used Blessing of Freedom on multiple people whether it be in Arathi Basin, cleansing hamstrings, frost nova’s what have you… I had a friend travel with me to Darkshore to cleanse the nets off him from the Greymist Netter’s and that also did not work… so unless I am misunderstanding the term “movement impairing effect” this item is bugged and does not give a buff once 1 is cleansed nor grants a new rune when 5 are cleansed.

I was able to learn SS from the libram removing the webs from Venomweb Spiders in Duskwood. I’m assuming you for sure have the libram equipped. Hope i’s fixed for you soon!

Yeah seems bugged to me too.
Trying to test if it’s a level issue or maybe a macro issue.
Really frustrating, especially considering it can be hard to find people that need dispels even.
Edit: Using freedom and libram equipped.
Edit 2: Seems to almost only work when you freedom roots (snares) and not slows (movement impairing)
Actually, by wow’s defintion, “snare” actually means slow, not immobilize. “Movement impairing effects” normally mean immobilizes AND snares, you can look at the free action potion for confirmation on that. This one’s weird, becuase it says movement impairing, but it appears to mean immobilizes

It’s funny cause even here, it should all be covered:
A movement impairing effect would be something that slows and/or roots you but still allows you to attack or cast spells , like Frost Nova or Entangling Roots. A loss-of-control effect is something that makes your character unusable for the duration, such as Mind Control or Fear effects like Psychic Scream.
I’ve been trying for a week and its not unlocking. Done countless arathi basin
