This has been an issue FOR OVER A YEAR. After completing the quest “A Falling Star” (paladin version), it can’t be turned into any of the various Khadgars in Dalaran (Broken Isles).
Supposedly it was fixed so that you just had to complete the Harbinger questline in order to get Khadgar to phase properly for the turn-in. But that isn’t the case.
It seems dishonest of Blizzard to supposedly have all this legacy content available, only for them to refuse to fix bugs that keep anyone from progressing in vital questlines. And it’s unfortunate for people who haven’t done these quests on any characters–as long as this bug is going, they can forget being able to get the class mount or title.

Yes, it is TWW phasing problem, encountered it by myself.
With A Falling Star quest i opened a ticket and after couple of shenanigans GM actually completed this quest for me. Sounds cool, b-u-ut… there is another quest in the questline which requires pre-TWW phase of Dalaran Cracking the Codex, opened a ticket, after couple of artificial answers we come to conclusion that the issue is too niche to even trying to fix it and well, it is an old content so…
Technically the issue “fix itself” once you finish TWW introduction questline and start progressing TWW, but as for a fellow non-TWW player, we can only wait for the next expansion so that we can complete this questline.
