Hello, I haven’t played the game in 4 years but if I were to choose a weapon for PvP and PvE purposes would I choose https://www.wowhead.com/item=218447/forged-aspirants-halberd over https://www.wowhead.com/item=218441/forged-aspirants-greatsword? It seems to have higher top-end damage (the polearm over the sword). Is there a reason why I would ever select the sword? Thanks!

They will do identical damage. The sword has marginally higher top damage and marginally worse low-end damage. Every similar gear item (not just weapons but armor and accessories) is almost identical now other than secondary stat choices and occasional additional effects.
The reason you would choose one over the other is
- you want that particular transmog
- crafting cost/access to qualified crafter
