I was under the impression that addons locked behind paywalls were against Blizzards TOS. Why are there leveling guides locked behind monthly subscriptions allowed to exist?

The addon code itself should be free and available to download.
Locking other information behind a paywall is a wrinkle that Blizzard seems ok with (or at least doesn’t want to try and wrangle the legalities of).
