This used to be accidental but when there is a quest and need to
start the quest then you are on your way and you are
exactly at the quest turn in site but nobody is there.
Now of course this can cause simple aggravation and truthfully.
Simply put stop doing that. It is stupid. stupid stupid stupid.
I know many will reply that either when you are there at the exact spot and the NPC turn in point is not there?
Either someone killed him.
Or he is above you or below you.
