So I looked up on wowhead where you get certain quests to get these “notes” to get building upgrades. Are there other ways to get these upgrade books? Or do I have to go back and do all of the old WOD quests in order to unlock / obtain these questlines for these items? I thought you could get these Assembly Notes from Ashran or something?

The plans are Account bound.
The outposts are quests.
Weird because the plans I had on my other characters from WOD didn’t work for this one.
Sorry the plans need to buy to upgrade, but the first ones are not. They are Account , earned once.
Yeah found out you can buy others with gold at your base off to the side near Gazlowe. That wasn’t explained well on wowhead when I looked some things up. Guess I wasted all this time and post for nothing. xD
Are these still worth anything? I can’t find a vendor who will take them. I read on Wowhead that blueprint vendors used to give building upgrades (med or small), but my blueprint vendor in garrison doesn’t want them.
You have to go to the vendor in Ashran to trade those books for plans. The vendor is right next to the flight master for each faction.
