Experiencing the same issue. Never seen it work. I’ve been trying to understand what its supposed to do to determine if its a bug.
Looking at the wowhead link (https://www.wowhead.com/spell=344363/evasion), I see “Aura proc chance 100%.” Does that mean main gauche is supposed to proc 100% of the time? Or that Rank 2 Evasion is supposed to proc 100% of the time Evasion is cast?
Then there’s the line that says “Effect Apply Aura: Proc Trigger Spell Value: 3.” What does value 3 mean? 3% chance to apply main gauche? Seems kinda low, but would explain why it doesn’t seem to work.
Outlaw mastery normally requires you to auto attack for it to proc. I’ve tried using evasion with auto attack and without auto attack. It just doesn’t work.
Either way, Rank 2 is not reflected in the Evasion tooltip like it is in other tooltips (Combat Potency Rank 2 for example).

Improved Poisons appears to be working for me. What about it isn’t working for you?
