Only blizzard to add more features to a spec remake (Outlaw) and manage to make it worse to play than combat rogue was. To be fair, I had a lot of fun playing combat rogue in MoP heroic SoO.
Personally, I enjoy my Survival Hunter a lot more than my rogue. I dislike Outlaw so much that I respecced at the beginning of BFA. I wish they put Combat back in the game.
RNG the Bones. Doesn’t feel as quick-paced as old combat. No combat insight windows to take advantage of for bursting. It was simpler, yet at the same time, much more enjoyable.
Simply don’t like the changes. They have made me hate the spec. Especially “Roll the Bones” which is required and should not be a talent. Really, rogue probably isn’t for me anymore. Which is weird since I love Feral Druids.
now i havent played survival since Legion, but i loved it. and when harpoon CD reset on kill… it was a blast jumping from mob to mob doing WQ’s and stuff.
if its still pretty much the same since Legion, id say do that. ive done some outlaw with Korraks to level… and i cant say i was impressed…
Survival for sure. Outlaw is reduced to spamming roll the bones until you get a decent combo which is pretty boring gameplay unless you get lucky.
Outlaw is the better spec performance wise, but the flaws of RNG in roll the bones make it unplayable for a lot of people. You can’t just use it once and continue with the rest of your rotation, if you get bad rolls you literally need to reroll until you get good rolls or it impacts your damage too much.
Survival is just overall more fun, and more controllable. It’s not reliant on super high rng.
My hunter is BM. I prefer hunter to rogue in general for fun factor but they’re close. A couple of notes. There is a talent so you can avoid the randomness of RtB. Not an optimal talent but it makes play less tedious. Stealth is a fun mechanic and allows you to cheese a lot of quests. Leather in general is easier than mail to mog.
I still prefer my hunter for kiting and ranged movement, but content and personal preference can sway that opinion.
It’s changed pretty significantly from the Legion design, but the design is still similar. They just made it more fleshed out, without the issue of simply not having enough resources for the rotation (Kill Command was added as focus generation)

Sometimes you are a god(dess) among mere mortals and sometimes you don’t need that potion to know what the other side is saying.
They can get an idea of how bad it went and if they’d say something you could just now they are saying man…you know life is about to get real bad for you…right?
When your rolls go bad usually A few peole other side Players to play wows most favored pastime. Kill the rogue…
You should also factor into your decision making that, given its recent history, the current Survival iteration might not even last beyond this expansion. It’s very much a spec in flux.
The Hunter, however I find Outlaw to be very close.
Race Dependent. Many of the Animations are more tied to your race than the Class. However Since Survival is a Two handed weapon, and Outlaw is dual one handed. I find All Elves look better as Rogues, while Orcs, Humans tend to look better with a two handed.
Rogue by a long shot. Just more Leather options than Mail options. I frankly hate most of the Mail looks. My Hunters all have Race/Seasonal type transmogs to avoid the look of Mail clothing.
