Grappling Hook is bugged since Shadowlands.
Before Shadowlands if there was a blocked path it said “No path available”.
But after Shadowlands it just puts the spell on Cooldown without any warning, it just simply fails.

Yep the ability is still bugged. It goes on CD but does nothing.
