Without the tier set bonus (Winning Streak) RTB is a horribly unrewarding gambling simulator and Dispatch isn’t worth the combo points.
The set bonus itself is fine. I can see this being OK design going forward, where the little gambling motif is tied to procs and it’s always spitting out RTB buffs like a slot machine. But as it stands you need raid gear to do raids that will give you what you want: raid gear.
In a month when all 20 Outlaw rogues still playing have the tier set thanks to welfare Kaja’mite Essence, this requirement will be negligible, but why is the spec so reliant on this in the first place?
Also the spec does not have any burst even with the damn tier set bonus. Trying my heart out on Underpined ?? you can’t even break the absorb bubble, damage caps out way below par. This was doable with Assassination and Subtlety with 30 less ilevels and half a Brann. Outlaw only excels when you’re swinging stuff at a single target for a full minute, otherwise it seems to absolutely suck and is borderline nonfunctional.
Oh, and then it’s nerfed. Holy kek

Which 20 Outlaw rogues are you referring to?
DEI if you’re on the Right, NEPO baby if you’re on the left.

My golden Delver’s Gobtrotter goes vroom vroom :3
(Joking aside though, it sucked. Had to clos+killing spree most of them)
Can’t really agree here. Outlaw is wholloping atm on AoE packs. Nearly hitting 10mil, and more than keeping up on packs way beyond the 8 target cap.

Outlaw is still strong with AoE/Cleave. The single target damage profile is where the controversy is at because you do not have much control over it as a player.

Considering we’re getting declined from keys this season solely due to our target cap, you might want to pull some of these tier-list making morons aside and let them know that info.
Most of these dungeons have dense 10+ target pulls, and no one wants to bring an 8 target capped class when you can just bring a warrior, fire mage, or warlock that can actually hit all of them and burst for 10-12 mil, even if their overall damage is less.
It’s been irritating me beyond belief. I’m actually out damaging these brainlet specs doing 10 mil only on trash because they can’t do sustained damage overall. No one cares that I’m pushing 2.6-2.9 million dps overall solely because the spec doesn’t pull 12 million on a single big pull. It’s asinine.

I logged in just to post on this topic.
Outlaw Rogue dealing less than 100M DPS per BG meanwhile other classes at 200M++.
Last patch they buffed everything and even nerfed Outlaw.
Im unsubbing until they fix this crap class.
Can’t 1v1 anything, DPS is barely enought to kill any other class, Killing Spree (the only 1M+ damage skill) being CC’d by any missclick.
Capping 600k Dispatches after 7 combo points, while Warriors have 2.5M execute, Paladins have 1 click 1M insta skills and Hunters, rofl, not even mentioning 2.5m Hunter far casts.

I can help you with PvP in Outlaw if you want to pull more DPS. I usually hit Top 4 in the BGs I go to unless im back capping bases and have successfully 1v1’d a lot of classes I fought.
Edit: As far as abilities that hit over 1M, my Coup de Grace has hit people for 2.5M, BTE up to 1.4M (prob higher but haven’t checked).

Just like our Hero Talents, the tier set is designed to be completely ignored and run in the background as you simply do what you’ve been doing.
This is the umpteenth time they’re shoring up Roll the Bones’ buffs to the point of why even bother adding so much to improve one ability when simply giving us said buffs as a passive (in some way) would solve that problem and free about five talents.
All it proves is that Crackshot is busted and Blizzard has no intention of fixing anything. Pretty soon they’re just going to tell us ‘don’t play Outlaw’ ala Demonology before their rework.

The original premise in Legion beta of RTB was that it would provide different combat enhancements. Over time that was changed but the original suggestion made by someone was the following:
One buff that offers DPS and another buff that provides utility which means every time you use RTB you always have two buffs (one utility and one dps).
Because in Legion beta you could roll Jolly Roger many times and that was a heal over time but you literally did no DPS with the buff up.

Dispatch damage increased by 40%
Killing Spree damage increased by 50%
Fixed!

I’ve always felt like, if Blizzard is absolutely determined to keep Roll the Bones, then they need to allow subsequent casts of the ability to simply refresh buffs you already have.
The spec flow feels fantastic when you’ve got Broadside and/or Skull and Crossbones up. Ruthless Precision is decent enough when you’re doing the Between the Eyes burst, and mostly sucks outside of that window. True Bearing, Grand Melee, and Buried Treasure provide minimal effects to the spec as a whole.

Roll the Bones need to be buffed and more impactful it does nothing in PvP it doesn’t feel great when you have a max roll dps increase isn’t even noticeable

You need full buffs now to feel the impact of RTB.
