Alright, don’t nuke me here. I’m pretty new to Rogue.
I have trouble understanding why I’m starved for energy playing Outlaw all the time. I don’t get what I’m doing wrong. I stack haste, I keep S/D up as often as I can, I usually try to use Adrenaline Rush even when killing trash because its cooldown can be reduced fairly quickly.
But even so, I still find myself starving for energy most of the time. I want to minimize those spaces when I am standing still, absolutely unable to do anything other than wait for my off-hand auto-attacks to generate a measly ten damn energy.
Am I doing something wrong? Am I statting improperly? Does Outlaw need like 40% haste to succeed or am I fundamentally misunderstanding how to play this class?
You using Roll the Bones? thats (unfortunately) and important mechanic that you gotta know when to use, same goes to using the Pistol Shot Procs
RtB, gives you buffs that affect how you generate stuff, such has getting 2 CP instead of one, or getting more Energy, etc.
Gotta see which ones are worth keeping and which ones dont, i recommend a guide for that.
Outlaw is kinda of a “inconsistent” resource generator due to RtB being a random buff, and depending of which one you get, you can do some serious dmg.
But yeah anyway, see how RtB work and use Pistol Shot when it procs (And arent full on CP)
Also Blade Rush might be better for Energy Generation since is a shorter CD
Btw, this goes for all specs, if youre low on Energy, its better to let it refill so you can use it on a burst window, in the case of Outlaw it would be during the Between the Eyes windows.

I do use RtB on cooldown, I know which buffs to dismiss and which buffs are important. Ironically, the energy regen buff is considered to be worthless and if you only have that one buff you should just reroll as soon as RtB is back up again.
I’ll keep that in mind about playing around BtE. I realize it’s a 45 second cooldown, but the reality is that unless it crits it is an incredibly and underwhelmingly low damage ability. Which is why I was uncertain that Haste stacking was the right route to go.

I have no idea how you’re running out of energy with alacrity, vigour and almost 20% haste

I play vigour almost exclusively. I can’t handle how slow it feels without it lol.

This is almost certainly due to you not using every proc of Pistol Shot. It is an extremely low energy cost for 2 CPs and wasting procs will cause energy starvation. Get a weakaura to track it so that you’re never overwriting it.
Also, you should switch to Blade Rush. Killing Spree is only good with the 100% Crit legendary.

Pooling energy is important.
Learn to pool energy with Outlaw then practice pooling energy with Sub. Then when you have graduated pooling energy with Outlaw and Sub you can try to pool energy with Assassination. If you have mastered pooling energy with Assassination congrats you have obtained Rogue mastery!

Odd suggestion but here goes - how’s about you try Blade Rush instead of KS? TBH, I don’t ever find myself energy starved, maybe I’m not noticing? But I have slightly less haste than you, and I’m not running vigor myself either. I haven’t run KS since sometime in Legion, but Blade Rush’s grown on me. It’s a closer, it’s on restless blade’s roster, and the energy gains are nice enough.
There are certainly times where I feel like I’m having to pool energy, or I’m wishing my buttons were up faster,
however, looking at the numbers I put out on details, even after some pulls where my buttons felt bad, the numbers are typically still solid. There are much fewer spikes and drops on Outlaw compared to other classes I have played, such as Mage, boomkin, or ele shaman. it’s more like my beast master hunter, where you are never putting up an amazing burst, but you are always doing solid damage.
So, follow the advice that is always given here. Most importantly, keep roll the bones rolling, blade flurry flurrying, and give blade rush a try for a slight boost in energy at least once a pull and multiple times on longer boss fights.
You don’t need to pool for outlaw. Always use opportunity proc before sinister striking again to not waste. Its suppose to smooth out outlaws rng energy regen from main gauche and rng cp generation from sinister strike double hit. Following that and rtb rules, you should be comfortable at 15 ish haste without using vigor. There will ne a period where your main gauche is not proccing energy and sinister strike not proccing 2nd hit many times in a row, but that situation happens maybe 10% of the time.

Use cd’s basically on cooldown, restless blades is our best friend

I keep forgetting to swap that talent back; I play a lot of PvP in the interim because getting high ilvl gear from PvP is easy and efficient. I know it’s kind of exploitative, but I’ve been able to do M+ now despite having basically done one raid finder all because Honor gain is so accessible so far this expansion.
I often us KS just as a means of finishing someone and then going back to my old position to evade being caught and I usually forget to swap it back. I do like Blade Rush though, it’s also great for cleave since it scales fully with Blade Flurry.
Also @ Emberpaws, I find myself having excessively garbage luck when it comes to Sinister Strike’s double hit. I will often go an entire builder cycle without getting one to proc.

Make sure to vanish+RTB+ambush whenever you can to make good use of the conduit for the extra RTB buff. Vigor is also good.

I had to spec deeper stategem simply because I couldn’t hit the buttons fast enough to keep my energy regenning…it’s kinda why I love outlaw.
