In seriousness though I have not raided in a long time since SoO really and would like to start raiding again next tier as an outlaw rogue, while it isn’t optimal or anywhere near as enjoyable as tier 15/16 combat it is still the most enjoyable spec in my opinion and I would like to take it as high as it can go but I am at a loss without shadowcraft.
I would like to know optimal talents and stat weights for general raiding and not just padding the meters on ad heavy fights and clearing trash in mythic+.
Here’s what I got.
For single target damage your best bet in terms of AZ traits would be stacking Dead shot and Ace up your sleeve. Along with taking the Quickdraw talent. You get good use out of most stats except for mastery, mastery is kinda sorta horrible. Vigor is your friend as is haste, since it’s easy for Outlaw to just guzzle energy due to bad RNG. Killing Spree is better burst but Blade Rush is better over time.

Here’s what I got:
For pure single target, as above, definitely stack as many aces and deadshots as you possibly can. If there’s going to be any adds in the encounter, replace one with a keep your wits about you. If the adds are going to be out a lot (mythic Orgozoa or something) then definitely dancing steel over blade rush. I wouldn’t even consider killing spree for raiding. Dancing steel all the way for M+, even on tyrannical weeks. Most of the damage that needs to be done is to trash still, and most of our M+ damage comes from blade flurry.
I would disagree strongly with the above suggesting to use vigor unless you don’t have any ace up your sleeves at all. Almost all the rogues raiding and doing M+ are using deeper strategem. That didn’t used to be the case, but since the most recent patch added the neck essences (which we can get a lot of extra haste from and energy regeneration from), vigor’s not as important as it used to be, and the extra damage from deeper strategem is noticeable, especially for pure single target.
My advice would be to check out warcraft logs, sort it by boss and outlaw rogue, and see what they’re using for each fight.
Stats are kinda complicated, in the sense that outlaw seems to constantly be waffling between crit/vers at the top after you reach a certain amount of agility and haste. They’re still really close, and they SIM almost identically for me stacking all crit or all vers gems. Having constantly swapped out gems back and forth all this time, my personal opinion is that crit is a bit more important to favor for AoE, and vers is a bit more important to favor for pure single target. So I keep vers gems in my Benthic raid pieces, and swap them out for my regular stuff with crit gems in them for M+. As for haste, it’s definitely behind crit/vers, but way ahead of mastery. It’s more important for AoE than for pure single target. I believe I have about 18% with my M+ AoE gear and 13% on my pure ST raid gear. (But again, if you check warcraft logs website, I’ve seen some dangerously low haste for some of those top parsing rogues, so maybe I’d do better with even less. There’s just so much on the Benthic pieces…) Bear in mind, how much base haste you need will go up or down depending on how many overwhelming powers you’re able to fit into your gear and which essences you’re using. (i.e., if you have a lot of OPs, and you’re using lucid dreams and iris, you can probably get by with less haste. Though, I still like about 18% even with 3 OPs and both of those essences. I still occasionally feel energy starved. It’s rare, but it happens.)
