Honestly orcs & blood elves don’t get a whole lot of content in the Horde either as much as you think they do … Blood Elves last ‘big moment’ spotlight was in MoP and maybe Legion with the situation regarding the Nightborne.
Orcs have Thrall … and that’s about it.
I guess they had Saurfang for a bit, but they squashed him.
At the mention of Magatha’s purported ‘redemption’, these words by A Perfect Circle came to mind:

Do we really know how many citizens of Thunder Bluff died when her Grimtotems invaded the city? A handful…a dozen…a hundred? Or even more? She needs to pay for that.
Let’s also not forget that there was a time when the Alliance recruited the Grimtotems into their ranks (in Thousand Needles, before Cataclysm). Something to remember before suggesting Magatha is better than Baine when it comes to Alliance favoritism.
The only reason for her recent ‘helpfulness’ is self-preservation. The Crone only seeks personal power, and nothing she’s done indicates a change toward altruism.
Maybe instead of putting Baine out to pasture… I said what I said… we give him a chance to step up and prove whether or not he can lead against a real threat. So far, he’s had what… 2 challenging moments? Thunderbluff and the Maw? Why not create a storyline where something more challenging happens.
What if Batak, son of Balakar of the Nokhud Clan left the Dragon Isles to leave behind what happened to his father? He hears about a disorganized group of Centaurs in Kalimdor and figures it would be an easy climb to Khan with an army easily swayed to follow him. They capture Thunderbluff, and the city (in its own instanced timeline) becomes a raid where Baine has to prove himself worthy, maybe with Magatha helping.
She was useful after the failed insurrection, and as Batak kills Baine, we chase him higher up into TB with Magatha and retake the city by exiling him back into the wilds with his remaining armies, the same way she was exiled, leaving room for future story options. She retakes TB for the Tauren, and not herself this time, the roles reverse, and bam… all new lore, leader, in one carefully wrapped little package.
In role-playing terms, this character is delighted that his leader has, as you say, a heart of gold. At the least he knows that Kiro won’t throw his life away on a whim…or on a dastardly plan to gain more personal power.
I think that’s rather boring, namely for Horde. Resources are needed to get ourselves a defensive line? Don’t worry no conflict is needed, we got background entities making sure we never have to fight for resources.
I mean yeah Undead took it for a bit sure but if not them I’m curious on who you are seeing taking it away from those two for the horde and the alliance side of things?
I don’t really think we want to compare the Big moments for Elves , Orcs and Humans vs the other races. It isn’t going to fair much better.
And to be clear when I say Elves I do mean all of them collectively but even if we just do blood elves it wont be much better. I include them together because they are often linked to each other in the story.
I’d much rather see Magatha take the Grimtotem to the Alliance and snow over Anduin to give them a much-needed dose of moral ambiguity and a Beastmen race.

The Maw was hardly a challenging moment that gave him much shine either, he got floored & dropped off a cliff like a turd after being told his spirit was unworthy — Baine, who was dubbed one of the most spiritual amongst his people … Talk about a spit in the face to the Tauren, lol

Would’ve been a good reconnection to the Tauren and the Forsaken once more, especially after all the riff-raff in BFA — It would’ve served a good tie in that there’s those loyal & thankful for their compassion and unity amongst the Horde.
Hmm, I guess they could still reveal they did do that later and kept it a secret for their protection – but it’s doubtful they’d do so something so interesting with Baine. lol
