IMO would make a excellent new race. Since the Aliies have Worgens why shouldn’t the Horde have cats?

You just want giant cats. Not people who can turn into cats, just giant cats. You don’t want that. They’ll emotionally abuse you, scatter feces across your cities, and destroy all your furniture on an unprecedented scale. And, since they’re not people, they won’t feel anything resembling morality while they do it.
Saberon are more like tribal beasts with little intelligence.
But I miss Claws of Shirvallah. We need that as a glyph.
And hiding on steps to try to trip you so that you fall to your death.

Oshir is a saberon and I agree they would be cool. It actually is in the realm of possibility too. Some saberon from Draenor are on Azeroth now, they tagged along with the mag’har orcs and other species. So it’s a solid maybe.
They’re tribal and not crazy advanced, but they aren’t stupid either. They obviously have a fully developed culture and we’ve spoken to some of them. WoD just didn’t really elaborate on it much since they were enemies at the time.
NGL, of all the missed opportunities from WoD, the two I’d rather see elaborated upon are
-Arakkoa (I know it’s technically TBC)
-Botani (You know, they got closer to destroying Stormwind than the Horde ever has*)

Technically no; they aren’t dogs. They’re just people afflicted with a temptation to stay in a forbidden druid form, and they routinely deal with the impacts that form has on their mind.
But they actually aren’t biologically different from any other human. This has been confirmed by the devs. If 2 worgen had a child, it would be human without any trace of the worgen curse. If 2 members of a race cannot replicate the characteristics of that race through reproduction, then it isn’t actually a race, at least not in biological terms.
So no, worgen are not dogs. They’re people who can turn into dogs.

That would be interesting; but then you’d have to find a way to organically work it into World of Warcraft, like uh… “The Saberon alligned themselves with the Mag’har orcs against the Lightforged Dranei, as an alliance of necessity. Because of this, the Saberon are also buddy-buddy with the Horde as well. This has not dulled their edge however, and the Saberon as a race are still as feral, ferocious, and unpredictable as ever.”
The saberon are likely already gone. Remember; any race that appears on Draenor but does not appear in Outland likely went extinct due to being unable to either defend themselves from the threats that arose or being unable to adapt to the changing world around them. The Arakkoa were once mighty enough to be an empire, but even the lowliest of them were crafty and melded well with the shadows, explaining how they survived in Outland. But creatures like the Saberon, the Botani, and the Goren were presumably hunted to extinction by either the Horde or the Legion. A world ruled by the Lightforged Draenei would probably be equally unkind to such primitive, savage, or outright hostile species.
