The Orgrimmar Satchel https://www.wowhead.com/item=67533/orgrimmar-satchel requires level 60 buy, along with the Orgrimmar Tabard and the cloak from the same vendor (https://www.wowhead.com/npc=50488/stone-guard-nargol). Meanwhile the other Horde faction reputation vendors have their reward level requirement matching yours.

These were taken on a level 37 goblin leveling through Cata chromie time.

I noticed the same problem today on a level 20 orc with Exalted Orgrimmar reputation in Cata chromie time. However, despite it saying it required level 60 I was still able to buy the bag and equip it.

Still going on. Just noticed it on an orc I haven’t played in a while.

But can still equip.
