There’s 2 portals to dal in org… they both port to the legion dalaran and there is no way to get to the wrath dalaran with these portals.
There isn’t a bug but I agree it is confusing. The portals were each added during the Legion pre patch and originally went to two “different” places - one to Legion Dal as it was hovering over Karazhan (part of the pre-patch event), and the other to Legion Dal in its final location over the Broken Isles. But then after Legion launched, they just made both go to the same place rather than removing the spare one.
There has never been a portal direct to Wrath Dal in either Org or Stormwind. You have always been intended to get there by boat or zep then flying.
However, there is one short cut, you can go to Legion Dal, then portal to your faction’s Shrine in Vale of Eternal Blossoms, and there is a portal in there to Wrath Dal.
The current situation is very temporary now as they are adding a special portal room in Org in 8.1.5 so there isn’t much point messing with what is there now.
