Ore is greyed out 4 points short of the next ore for exp points

Im doing ghost iron in Pandoria and I am at 70 and the ore is greyed out. Smelting trillium starts at 75.
I do have a +4 attached to the 70, but I can’t get smelting trillium from the trainer.
What am I missing?
