Why are they not warbound transferable? Makes seeing the quest lines of other classes kind of a pain. They all require a certain amount of engagement with the mission table, and the resources you get from strictly doing order hall story quests does not cover it. I don’t really want to do the legion daily quest grind on multiple characters.

I think those systems where there are certain trade-in resources are in play they don’t want to circumvent them with the transfer system. For Legion its the trade resources to buy Blood of Sargeras in your Class Hall then trade the Blood for Resources in Dalaran. BFA is a direct trade 650 Resources for 500 Resource crates, and the transfer rate reflects that.
I got the Blood of Sargeras missions quite frequently on my Druid, Broll Bearmantle reduces the cost of those missions down to 1680 for 12 Blood, then I trade those 12 for 2400 resources, warbound caches.
They will be eventually. Which is why collecting them during remix is going to be huge.
They aren’t warbound because nobody has made them warbound. Blizz (and every game studio in active development) has a huge list of minor improvements that would be nice to have, but they’ll never get on the schedule unless they become important and/or someone feels like taking the initiative to do it. Low-impact currencies from an old expansion apparently don’t get much priority.
